Our system scores repos that have had a commit in the last 90 days and have at least 10 stars.
Scores are 1-10 across engagement and velocity metrics. Most scores are calculated relative to similar repos by age and star count. This way a 2-year-old project with 3k stars is compared to peers in the same age and star cohort. Time to close/merge scores are based on absolute thresholds.
